Özet

Popülizm, geçmişten

günümüze farklı ülkelerde farklı siyasal rejimlerde zaman zaman ortaya çıkabilmiştir. Bu

nedenle bu farklı örneklerin genel özellikleri üzerinden popülizm tanımlanmaya çalışılır. Buna göre popülizmin

en belirgin özelliği halkçı söylemlere dayanan bir ideol

ojik yaklaşım olmasıdır. Popülizmde sıklıkla halk

iradesine vurgu yapılır. Popülizmde halk iradesinin gerçek temsili savunulur, bu amaçla doğrudan demokrasi

çağrıları yapılır. Hemen her si yasal rejim tipinde ortaya çıkabilen popülizm gerçekte bir popülist

seçkinler

hakimiyetini ortaya çıkarır. Çoğu yazar tarafından popülizm bir ideoloji, politik görünüş ya da siyasi hareket tarzı

olarak olumsuz yorumlanabilmektedir. Kimi yazarlara göre ise popülizm, temsili demokraside ya da halkın

temsilinde eleştirilebil

ecek noktalar olduğunu hatırlatmaktadır. Bu noktadan hareketle popülizmin olumlu

yanlarına da odaklanılmalıdır. Sıradan insanın daha güçlü temsilini savunan popülizmin siyasal katılımı artırdığı

söylenebilir. Bu yönüyle demokrasiye katkı sunmaktadır. Çalış

mada özellikle üzerinde durulan nokta popülizmin

demokrasiye ve temel hak ve özgürlüklere tehdit oluşturup oluşturmadığıdır. Popülizm benzer inanç ve

düşünceleri taşıyan insanları bir araya getirerek tekliği ortaya çıkarmaktadır. Buradan hareketle farklılı

kların

temsiline olanak veren çoğulcu demokratik anlayışı tehdit edip etmediği tartışılması gerekli bir konu haline

gelmektedir. Bu çerçevede popülizmin çoğunlukçu demokrasiyle aynı anlama geldiği söylenememekle birlikte

temsili ve çoğulcu demokrasiyi, çoğ

unlukçu demokrasiye doğru yönlendirdiğine değinilebilir. Popülist bir

hareketin ortaya çıkabilmesi belirli koşullar gerektirmese de demokrasi var olduğu sürece popülizmin de var

olacağı iddia edilebilir. Zira popülizm halkın temsiliyle ilgilidir. Bu nedenl

e denilebilir ki popülizm güncelliğini

yitirmeyen bir kavramdır. Çalışmada konunun seçiminde popülizmin sınır ve zaman tanımayan bir kavram

olması etkili olmuştur. Popülizm veya popülist akımlar gelecekte de üzerinde tartışılacak konular olmaya devam

edecektir.

Abstract

Populism has emerged in different political regimes in different countries

from past to present. For this reason, it

is tried to define populism over the general characteristics of these different examples. According to this, the

most prominent feature of populism is that it is an ideology based on people. On populism frequently

there is an

empasis on sovereignity of people. In populism, the real representation of the public’s will is advocated and calls

for direct democracy are made. Populism, which can appear in almost every type of political regime, actually

reveals the domina

nce of a populist elite. Populism can be negatively interpreted by many authors as an ideology,

political appearance or political movement. According t o some authors, populism reminds t hat there are points

that can be criticized in the representative democ

racy or in the representation of the people. From this point

positive sides of populism should be focused on. It can be said that populism which advocates more powerful

representation of common per son, raises political participation.With this aspect populi

sm contribute to

democracy. In this study,especially whether populism threats democracy and fundamental rights and freedoms is

the point overemphasized. Populism reveals unity through gather people who have similar thoughts and believes.

From this point wh

ether populism threats pluralistic democratic understanding that permit represantation of

diversity, has become an issue which should being discussed. In this frame although it cannot be said that

populism is synonym for pluralistic democracy, it can be me

ntioned that populism reveals pluralistic and

representative democracy through majoritarian democracy. Although the existence of a populist movement does

not require certain conditions, it can be claimed that populism exists as long as democracy exists. Be

cause

populism is relevant with representation of people. Therefore, it can be said that populism is a concept that does

not lose its current status. In this study, it is effective that populism is a borderless and time-

free concept in the

selection of the subject. Populism and populist movements will be issues that are being discuss at in the future.
